Have you every heard of a Unified Development application? I haven't been through the process myself but here is how it works.
When a builder or developer has acquired 2 or more consecutive lots with the same zoning, then they can apply for a Unified Development. The properties in this video are a great example.
9 of the 11 lots are all on the same side of the block and are zoned MF-3. (See picture below) The unified development application allows the developer to merge all of these lots together without the hassle of rezoning. You simply submit the application with your plans.
Once all is approved then you have one giant lot subject to the setbacks and criteria of that zoning. On this specific property, it allows us to build 40 units rather than 25.
